Samantha Silker is responsible for Center operations and programming. She has broad experience at the University of Minnesota, including positions with the Carlson School's Medical Industry Leadership Institute and University Housing and Residential Life. Prior to joining the University, she managed and coordinated operations for nonprofit and for-profit organizations. Samantha earned her MBA with a focus in Organization Management from Carlson School of Management, and her BS in Communication Studies and Political Science from the University of Wisconsin – La Crosse.

Rowan Hilty, Graduate Research Assistant
Rowan Hilty joined CIL in fall 2019 while starting her MPP degree at the Humphrey School of Public Affairs. In addition to serving as CIL's Graduate Research Assistant, Rowan also works as Research Analyst at Child Trends, where she has provided research assistance and research project management support since 2016. Rowan holds a BA, summa cum laude, in Psychology from Macalester College and worked while at Macalester as a Preceptor for Research Methods, Writing Tutor and Lab Manager.
Lucy Marshall, Graduate Research Assistant
Lucy is an organizer, educator, storyteller, and art activist. Joining CIL in fall 2019, Lucy supports the Minnesota Young American Leaders Program (MYALP). She is pursuing a Master of Social Work at the University of Minnesota with a focus in Community Practice: Organizing, Advocacy, and Nonprofit Leadership. Lucy has worked and volunteered in reproductive justice and LGBTQ+ movements, Jewish youth activism and anti-racism education. Lucy earned Bachelors of Arts degrees in Middle Eastern Studies from Columbia University and Jewish Literature from the Jewish Theological Seminary.

Director, Office of Student Affairs
Dr. June Nobbe serves as Director of the Office for Leadership Education & Development– Undergraduate Programs. She provides oversight for curricular leadership programs, co-curricular leadership programs, and student-community relations. She served as the Student Affairs representative, along with faculty representatives from the College of Education & Human Development and the Hubert H. Humphrey Institute for Public Affairs to create the 17-credit interdisciplinary Undergraduate Leadership Minor. June has provided administrative leadership for the Leadership Minor since 2001. She has worked at the University of Minnesota-Twin Cities for over 25 years in several capacities in the Division of Student Affairs.
